Arc 3 — Crossfire Run
The Hutt Cartel is described as the dominant criminal power over Nar Shaddaa, the "Smuggler's Moon." The entire moon is Hutt-controlled, with various lesser criminal organizations controlling different sectors but the Hutts on top; per Dezmyn, the Hutts "take a cut from everything." They are presented as the most powerful syndicate in the setting — Black Sun is characterized as second only to the Hutts in power and reach across the galaxy.
The Cartel's hold on this space is longstanding, described as Hutt territory "for centuries," and it does not tolerate rival syndicates operating in its territory. This makes Black Sun's presence conducting business on Nar Shaddaa a dangerous anomaly, which Quinel and Dezmyn read as either a bold move or some unknown arrangement — neither reassuring. The Hutts themselves do not appear directly in these chapters; they are discussed as the reigning power whose territory the crew's job has intruded upon.
